The Kinney County Sheriff’s Department has reported a prisoner riot at the Kinney County Detention Center located at 1501 Ranch Rd 131 78832 Brackettville, Texas on Wednesday, January 25, 2017.
Initial reports state that the uproar began at approximately 6:45 to 7:00 pm and is an ongoing issue as of 1:30 am of Thursday January 26, 2017. Prison facility reports show that the detention center currently can house or is housing up to 416 federal pretrial prisoners for the United States Marshal’s Administration. Most of the prisoners imprisoned in this facility are awaiting some form of adjudication from the United States District Court for the Western District of Texas, Del Rio Division, in Del Rio, Texas.
The Kinney County Detention Center had a similar riot occur back in December 28,2008. Back then 30 prisoners refused to return to their cells from an indoor recreation area, and instead set fire to mattresses and clothing. One can also recall the inmate escape of Manuel Guardiola from Eagle Pass, Texas from the Community Education Centers’ (CEC) Kinney County Detention Center in Brackettville, TX.
On October 23, 2009. The inmate,bribed the facility’s guards in order to escape. Guardiola was later captured in January of 2010 by Mexican Immigration authorities. He was eventually deported back to the United States and arrested by the U.S. Marshal’s Service. During 2015, a federal detainee alleged that she was sexually assaulted by a prison guard of Community Education Centers, Inc. at the Kinney County Detention Center and filed a lawsuit in state District Court. Another inmate also filed a federal civil rights prisoner lawsuit in 2015 against the detention center and others including (CEC) in the Del Rio Federal Court alleging that the defendants failed to provide for his safety and security while detained at the Kinney County Detention Center when he was severely beaten and assaulted by another inmate or inmates. The Kinney County Detention Center is managed by Community Education Centers (CEC) a private organization who runs the facility for Kinney County, Texas.
